The Truancy Intervention Project is a program designed to improve attendance by juveniles at school by working in collaboration with parents, schools and juveniles.
In 2001, Sherburne County developed two early intervention steps to involve parents and students prior to the filing of a truancy petition, with the goal of reducing truancies.
STEP 1: TIP Meeting
After the child (12 or older) has had 3 or more unexcused absences on 3 different days, or after the child (11 or younger) has had 3 full days of unexcused absences, the school makes a referral to the County Attorney’s office. The child and parent then attend a mandated meeting with a representative of the Sherburne County Attorney’s office to gain knowledge of the truancy laws including possible dispositions in truancy cases, as well as understanding the effects that truancy has on a child’s future. The meeting also provides the parents and students with information about services available through Sherburne County Health and Human Services.
The school sends the Step 1 letter out to the family and emails us a copy of the letter sent out, along with the TIP referral and attendance. Use the email [email protected] to send us a copy of the Parent letter you sent out, with the TIP date given to the parent, so we know what list to put them on.
The Truancy Intervention Project meeting is held at 4:00 pm on Wednesdays in the Board Room at the Sherburne County Government Center located at 13880 Business Center Drive, Elk River, Minnesota. The class lasts about 40 minutes and there is a $15 fee. The fee is waived if the family is receiving county assistance. The child must be accompanied by a parent or an adult. The dates for the upcoming classes are as follows:

Please give parents at least 10 days’ notice of meeting. Please note that absent a medical emergency a child will only be given ONE opportunity to attend the class. If they do not attend, they will be referred to the next step, if appropriate.
STEP 2: SARB
If the child continues to be truant the family will be referred to the Sherburne County Attendance Review Board (SARB). The family will meet with representatives from the school, Sherburne County probation, Sherburne County Health and Human Services, community agencies, and the local police department to identify and address any issues that are preventing the child from attending school and being a successful student. The SARB tailors their recommendations to the specific circumstances of each child, and the family signs a contract to work towards resolving the child’s truant behavior. STEP 2 is only available for children who attend Elk River, Big Lake, Becker, Princeton, and Zimmerman schools.
We will continue to accept all referrals for Step 2 from schools via email: [email protected].
STEP 3: COURT
The third step is the filing of the CHIPS truancy petition. The third step will be taken if steps one and two have failed.
All referrals for Step 3 will continue to be made by paper, as the Court needs the original notarized documents for filing a truancy petition.
For students 11 years of age and younger: If these student(s) continue to have unexcused absences, and the child has had seven unexcused full days from school, please refer them to Sherburne County Health and Human Services at 763-765-4000 to make an Educational Neglect / Child Protection report. If you have concern about a child, you may refer to Health and Human Services without the necessity of waiting for the seven unexcused absences.
Attached are email referral forms for each of the steps. Please use separate email referrals for each child. If you are sending any attendance and/or behavioral reports with the referral, please attach them with your email referral.
